Qian He received her Ph.D. in signal and information processing with honor in 2010 from University of Electronic Science and Technology of China (UESTC), China, and has been a full Professor at UESTC since 2015. From 2007 to 2011, she was a visiting scholar and postdoctoral research associate with Electrical and Computer Engineering Department, Lehigh University, USA. Her research interests include signal processing, artificial intelligence, and their applications in radar, communications, and medical/healthcare systems. 

Dr. He was on the Editorial Boards of IEEE Signal Processing Letters, Journal of Radars, Journal of Communications and Information Sciences, Advances in Energy and Power Engineering, and was a member of the IEEE SPS Sensor Array and Multichannel (SAM) TC, Member of the IEEE SPS PROmotinG DiveRsity in Signal ProcESSing (PROGRESS) organizing committee, the Chair of the IEEE SPS Chengdu Chapter. She was a recipient of the Huo Yingdong Education Foundation, LiXin Tang Faculty Award for Excellent Research, UESTC Hundred Talent Program, Outstanding Young Investigator Award and Outstanding Faculty Award at UESTC.  She is serving as a Member-at-Large on the IEEE Signal Processing Society (SPS) Board of Governors, Member of the IEEE SPS Technical Committee (TC) Review Committee, Member of the IEEE SPS Young Professionals (YP) committee, Chair of the IEEE SPS YP Engagement and Career Training Subcommittee, Member of the SPS Signal Processing Theory and Methods (SPTM) TC, SPTM Regional Officer for Region 10 (Asia and Pacific), Member of Women in Science and Technology Sichuan Association, and Women in Science and Technology Quzhou Association Council Member. She is a Member of Sigma Xi, Senior Member of IEEE, Senior Member of the Chinese Institute of Electronics.
